The human resources of the Governor of California Commission are insufficient when it comes to waste management.

At the present time, therefore, we can say that there is a considerable number of legal texts which govern the matter and which can also constitute the basis of waste law. Since the adoption of the first action program of California on the environment, we have entered a phase of a common environmental policy.
